It's an 'ok' sub, it's not for than anything more than a small room and even though the specs say 20hz, you'll have to figure in reality, it'll only play clean down to about 35-30hz.
I'm a DefTech guy, but I don't think I'd give $300 for it.
For that price I'd go this route:

Seems like the same sub basically, but the HSU will give you better performance for the dollar.

and another important questions is, my room is about 13x17 feet. is that considered small, medium or large?

The downward firing design isn't going to ness. vibrate things more, but there will be a slight difference in sound with different floor treatments (hardwood -vs- carpet) and smaller sized drivers. Basically the larger the driver or lower the Sub will play 'cleanly', the less the downward firing design will have an effect on what you seem to be concerned with.

so what specs should I be looking for? I can't buy something really expensive cause I still have to buy the receiver, center speaker and rear speakers. and most importantly, I'm married. that should say it all. so tell me what good specs are and I'll try to find a speaker that is close to that as possible and fits my price range.

There's a listing for a Klipsch Sub-12 on canuckaudiomart.com (CAM). Although the asking price is a bit high, I would take that sub over the DefTech sub.
As far as brand new goes, I'd put my money on an SVS PB-1000 from sonicboomaudio.com or electronicsforless.ca (SVS's two official Canadian distributors).

the problem with the PB-1000 is that it says '2-meter ground plane away from reflective structures (quasi-anechoic)'. The only place for me to put the subwoofer will be in the corner, right next to my entertainment unit. so that means the left side and back will be next to the wall and the right side will be next to the entertainment unit. plus this sub is about $700, way out of my price range, unless it goes on sale at 50% off.

That is the condition under which the rated Frequency Response was obtained. It's not a guide to in-room subwoofer placement.

I'm far from an expert, but from what I have read, in the $300 or less price range isnt the Dayton Sub-1200 like the best, or one of the best 'budget' subwoofers you can buy?
In Canada I believe it is somewhere around the $300 range for a sub-1200. While noone in America would pay that, that's just what it costs in Canada, even if you order from parts-express with its $138 sale price the shipping is what kills it more than the conversion.
SVS subs are like $803 for me after tax for the 1000 series and about $1193 or so for the 2000 series so their pretty damn expensive. I can't comment on the Klipsch sub because I have never heard one and haven't read anything about them.

It depends on the individual sub.
Some have a manual On/Off switch that you simply leave on, it only draws very minimal power but is always ready.
Others have an internal switch that only turns the internal amp on when a signal is received via the RCA cable our speaker wire.
